Weather predicting

I wonder when we will get really efficient weather forecasting equipment in this city. The rains arrived last night but the weather bureau had not predicted them, well they have had a general prediction for the past 7 days as in 'chance of showers possible' which is not really the same thing. With Doppler radar it is possible to predict unpredictable monsoon clouds, if not as early as other clouds, but it still is possible to predict where and when it will rain. While the monsoon usually arrives by the middle of June, this year it is expected a week early and last night we had our first pre-monsoon showers. The city is of course not prepared for them, roads are still dug up, some waiting to be paved again, including the one outside our apartment complex. How they will manage to complete it now, I have no idea, if they even will bother with it or not.
